According to Senator Markey, Dep. Attorney General Rosenstein thought that Comey violated Department of Justice policies.

This has been a common criticism of Comey that he made decisions fit for a prosecutor and NOT for an investigatory body. Note also, that this is coming from a Democrat whose interest is clearly to hurt Trump and yet he reports truthfully what might damage Comey. It’s not all nuclear bloodsport, people.
But it will become so, as Trump’s allies begin to attack Comey once more memos come out.
Looking back, it sounds like this was a very stupid bluff by Trump:
