Did the CIA underestimate the security threat in Benghazi before the terrorist attack?

You might consider this a preview into Erin Burnett’s report on Benghazi tonight. One of the men she interviewed was Geoff Porter, the man who briefed Ambassador Stevens on the security situation. He says that the reason there was so little manpower in Benghazi was that the CIA had trouble identifying the threat from all the different Islamist groups and therefore underestimated it:

Maybe. But the problem I have with this is it makes the CIA sound inept, and I’m not convinced the CIA was inept. In fact our intelligence community knew as soon as the attack happened what group was behind it. Even Sean Smith knew something bad was going to happen just based on what he had seen earlier in the day with one of their ‘police’ taking photos of the consulate. Heck, the consulate had been bombed just 3 months before the attack. And just 3 days before the attack Jalal Bushala, a spokesman for the February 17th Brigade, warned security at the consulate not to remain there because things were becoming terribly unstable and the Libyan government couldn’t control the situation.

So you can see why I have doubts about what Porter is saying here. And if this is how the ‘Truth about Bengahzi’ is going to go tonight, I think it’s going to be an incredible waste of time. I hope I’m wrong.
