NY DAILY NEWS – The U.S. Justice Department is nearing completion of a report that will accuse the embattled police department in Ferguson, Mo., of making discriminatory traffic stops of blacks and using revenue from resulting tickets and fines to fill holes in the city’s budget, The New York Times reported Sunday.

Following the controversial police-involved shooting that claimed the life of unarmed black teen Michael Brown in the St. Louis suburb last August, the Justice Department launched an investigation into whether Officer Darren Wilson violated Brown’s civil rights, along with a probe into the workings of the Ferguson police department, which is overwhelmingly white in a city that is majority black. The DOJ won’t be filing civil rights charges against Wilson, but the report, which could be released as early as this week, will present the city of Ferguson with a choice: it can either negotiate a settlement with the feds to end the discriminatory stops, or face legal action, according to The Times report.
