The sad truth is they probably did not have enough police on duty to respond to this incident effectively. Since these perps are all presumably juvenilles, all they would get is a slap on the wrist anyway. Unless you classify this crime as something more serious than shoplifting it's almost not worth prosecuting.
Strong arm robbery or lotting maybe? It depends on the satutes written in the Montgomery County penal code. Of course there is always the possiblity that if they come down too hard on these "precious children" that there could be an uprising in the black community.
Lots of things to consider here. But I think we might need a new law on the books that would make this type of a flash mob crime a felony.

No... welfare has certainly been a needed function of society. However, when it is not distributed through the caring heart but through government, we see the results of that in this video.

Black crime has ALWAYS been disproportionate to their numbers. It is not just since Obama has occupied the White House. Most of the blacks currently living here in Canada came in the 1970's, yet the black crime rate outnumbers every minority group in the country. Why is that? Why does it seem that blacks are inherently more violent, less apt to adjust to civilized society and less able to absorb or desire an education? Why does Africa seem to be unable to bring themselves out of the depths of centuries of poverty, starvation and war, even after other 3rd world nations like India or China have progressed by comparison? What has Africa contributed to the world in the past 200 years? They prefer to take from, and seek help by other nations, rather than remedying their problems on their own. So many blacks in America seem to have the same mentality, not all, but many do. Decades of a collective-victim psyche has killed their brain cells. These pathetic excuses for human beings remind me of parasites, feeding off of it's host (guilt-ridden White America) who has resigned to it's fate.
Bring your shotgun to work day (every day), lock the door, and call the police.
