Trey Gowdy says that the House has tools at its disposal for ensuring compliance but it refuses to use them, and that leaves Gowdy, a former prosecutor, frustrated. When asked if that has to do with leadership, Gowdy responds that Speaker Boehner would argue that he has to weigh and balance a lot of factors that someone like Gowdy doesn’t have to think about.
