It’s being reported this morning that a friend of Romney is saying that it’s “highly likely” that Romney will run for the Senate:
A former adviser to Mitt Romney during the 2012 presidential campaign told “CBS This Morning” on Monday that it was “highly likely” the former Massachusetts governor would be running for a seat in the U.S. Senate. “I can not confirm it, but I think it is highly likely he’s going to move forward,” Dan Senor, a former adviser to House Speaker Paul Ryan and former senior adviser to Romney.
Senor said that he had spoken to Romney but noted, “I am not a spokesman for him, I’m just a friend.”
He refuses to confirm it, but believes it’s going to happen. And this, after speaking with Romney.
So yeah, he’s probably going to run. Heck he’s already taking swipes at Trump over the reported ‘sh**hole’ comment:
The poverty of an aspiring immigrant’s nation of origin is as irrelevant as their race. The sentiment attributed to POTUS is inconsistent w/ America’s history and antithetical to American values. May our memory of Dr. King buoy our hope for unity, greatness, & “charity for all.”

Notice that Romney puts a cya caveat im the tweet when he says “The sentiment attributed to POTUS…”. Romney doesn’t want to upset Trump voters in his state by unfairly attacking Trump, so he just attacks the sentiment. This way if it turns out to be not true, he’s covered.
Very politicky of Romney. Yeah, he’s running.
