It’s being reported now that Rubio is now a YES on voting for the tax bill:

Marco Rubio will support the final Republican tax bill after the GOP made changes to win his vote, sources told CNBC on Friday.
Rubio’s backing gives a major boost to Republicans’ chances of approving the plan next week.
On Friday, Rep. Kristi Noem, R-S.D., told reporters that the GOP would increase the refundable part of the proposed $2,000 credit to $1,400 from $1,100.
“I believe that we’re in a good spot and we should be able to earn his support,” said Noem, a member of the conference committee negotiating the final bill, according to The Wall Street Journal.
I expect if Rubio is ok with this change, Lee will also accept it and it’ll probably be able to pass the Senate. Mike Pence will be presiding over the Senate during the vote just in case they need his vote.
