Representative Kinzinger explained the odd circumstances of Obama’s AUMF, Authorization for Use of Militarized Force, where President Buzzfeed is actually asking for less power to wage war. As Kinzinger explains it, that would take responsibility out of the hands of the President and into Congress.

I imagine the reason for this is that Obama can then blame Congress if anything goes poorly. Obama really doesn’t want to do anything about ISIS, and his disinterest is manifested in his lack of willingness to even seek authorization from Congress.
Amazingly, he abrogated the powers of Congress when it suited his political agenda, and now he’s trying to shove his responsibilities away from the presidency.
