OK, so Rand Paul gave one of the best explanations for how Trump might have been wiretapped without Obama directly ordering it.

So he thinks he didn’t have to be the direct target because the government wiretaps foreigners and listens to Americans they speak to – that’s probably how Flynn was caught lying to Pence.
Too bad Trump isn’t explaining that.
