Rick Perry says that the Obama administration jiggers the unemployment numbers because in reality we have the lowest participation rate since the late 1970s. He says 1 in 10 people who are unemployed, underemployed, or have completely given up. So anyone who stands up and trumpets the unemployment rate, according to Perry, is just not being honest with the American people.
