So basically what happened this morning is that Lois Lerner pleaded the 5th. Issa asked a series of questions of Lerner and she plead the 5th to all of them. Issa then adjourned the hearing at which point Cummings chimes in that he has a statement and a procedural question. Issa gave him a chance to ask his question but then cut the mic once Cummings began making an opening statement about how the investigation was one-sided and so forth. Issa tells Cummings that he gave him a chance to ask a question and Cummings continues to rail against Issa off-mic as Issa left the chamber.

Issa answered questions after the hearing and addressed why he cut Cummings’ mic as several reporters asked him about it and one accused him of treating Cummings unfairly. The questioning starts at 1:40 in the clip below:
So basically Cummings has made this hearing all about himself. There were no opening statements by members and it was clear that all questions would lead to Lerner pleading the 5th. There was really no need for him to go into a speech railing against Issa, claiming a one-sided investigation.
Of course if this hearing is covered by the news media, it will be all about Issa cutting the mic of Cummings and not about the substance of the hearing.
