From what I can gather from the video at around 4:45ish, this dude was following a cop around and thus the cop pulled him over out of concern for his own safety. The guy refuses to roll down his window at first and then when he’s asked to step out of the car, he quickly becomes belligerent and starts cursing at the cop. He eventually calls all of the officers present ‘f***ing cowards’ while he’s being detained and keeps yelling about his constitutional rights or something. He’s pretty much a jerk from start to finish.
