Ex-IRS Cincinnati official says ‘low-level’ employees not allowed to go rogue

Bonnie Esrig, former IRS Cincinnati manager, ells NBC News that even if an employee went ‘rogue’ and started targeting groups, they wouldn’t be able to do it long because management sees and must sign off on everything they do. So in short, she rejects the idea that low-level employees were responsible for targeting groups.
