Mark Levin was furious today when he had heard that Paul Ryan said that the “power of the purse” could only be used with regard to entitlements. Levin proceeded to go back through the history of the Appropriations Clause to explain why Ryan is terribly wrong on this issue and blasted him for denuding the Constitution in the face of a lawless imperial president.
