They are Russian flags with Trump’s name on them. Someone obviously paid to have them made to hand them out at CPAC.
But according to James O’Keefe, they were handed out by one of Bob Creamer’s henchmen:

I looked to see if there was any information on twitter about Clayton being forcibly removed. I couldn’t find any, but I’m certainly not doubting O’Keefe on this. After all, he would know considering all the investigating he did into the Left last year. ‘
UPDATE: CONFIRMED!
CPAC confirms to me that it was liberal activist Ryan Clayton who was ejected today for handing out the Trump-branded Russian Flags.
