Um… FBI warns that terrorists are buying new over-the-counter unregulated explosives

This doesn’t sound good at all. The FBI says that terrorists are now buying exploding targets and are trying to find a way to detonate them, considering they are normally detonated by a high-velocity impact (bullet). They say that in the wrong hands these exploding targets could do a lot of damage.
