Church fights to keep “Support Our Troops” billboard up

A church in Nevada County remade a run-down sign that said ‘support our troops’ and put their logo on it and made it new again and more patriotic. But the city says the church must apply for a permit before they can take such action and wants the sign to come down until a permit is acquired:

So basically the city must approve every sign before it can be put up, which isn’t an altogether terrible idea given the lude and crude things some might post for the fun of it. But a decency ordinance would take care of that. But maybe there’s another reason why the city must approve all signage? I’m not sure what that reason would be and any time a city government is sole arbiter of what can go up, it can also disapprove of something it disagrees with which isn’t a good thing either.

Sounds like to me big government a little too big.
