It couldn’t get more clear than this statement from EPA Chief Gina McCarthy, in response to a question from Bill Maher about a new rule called the “Clean Power Program”, something he said that he hopes is a war on coal.

Bill Maher: “Some people called it a war on coal. I hope it is a war on coal. Is it?”
Gina McCarthy: “That’s exactly what this is.”
