Larry Elder: If Ferguson Police Dept. must represent racial makeup of city, then Obama can’t be president

Larry Elder said today on CNN regarding the suggestion that the Ferguson police department must match the racial composition of the city in order to represent them, that if this is true then Obama can’t be president since blacks are only 13% of the United States.
