Rand Paul says the real constitutional question isn’t where this metadata is stored, but whether it should be collected in the first place. Paul is for collection of even more extensive data if the feds get a warrant from a judge on that particular person who is suspected of being a terrorist or something akin to that. But he also believes the court that renders that warrant should be a public court and not a secret court like we currently have making these decisions.
