Ted Cruz laid out his principles today on would be a part of his replacement for Obamacare. He was then asked by the moderator if he would support a refundable tax credit in his replacement for Obamacare, and he said that he is open to considering using the tax code as long as it is consistent with the principles he laid out that empower the patient and not the government.
