El Presidente Trumpo did indeed sign the order to send the National Guard to the border, ostensibly for border protection.
Declaring "the situation at the border has now reached a point of crisis," Pres Trump tonight directed DefSec Mattis to "request the use of National Guard personnel" to assist in securing the southern border to stop flow of drugs, gang members & illegal aliens. CNN posted the entire memo, here’s part of it:
The situation at the border has now reached a point of crisis. The lawlessness that continues at our southern border is fundamentally incompatible with the safety, security, and sovereignty of the American people. My Administration has no choice but to act.
The President may assign a mission to the Secretary of Defense to support the operations of the Department of Homeland Security in securing our southern border, including by requesting use of the National Guard, and to take other necessary steps to stop the flow of deadly drugs and other contraband, gang members and other criminals, and illegal aliens into the country. The Secretary of Defense may use all available authorities as appropriate, including use of National Guard forces, to fulfill this mission. During the administrations of Presidents George W. Bush and Barack Obama, the National Guard provided support for efforts to secure our southern border. The crisis at our southern border once again calls for the National Guard to help secure our border and protect our homeland.
The Secretary of Defense shall support the Department of Homeland Security in securing the southern border and taking other necessary actions to stop the flow of deadly drugs and other contraband, gang members and other criminals, and illegal aliens into this country. The Secretary of Defense shall request use of National Guard personnel to assist in fulfilling this mission, pursuant to section 502 of title 32, United States Code, and may use such other authorities as appropriate and consistent with applicable law.
Jake Tapper noted that the Trump campaign sent an email very soon after the order went out:

The email subject was “TAKING ACTION ON THE WALL.”
The State Department implied that they are looking at military installations along the border, but it’s unclear what that means, and some are even doubting if it’s legal.
Also, there’s this:
Mexico’s government spoke with @DHSgov and released more detail on National Guard deployment to border.

NG wont be armed.
NG wont conduct immigration control duties.
NG wont conduct customs duties https://t.co/I0POsw8JXJ
Of course, that’s from Mexico, not from Homeland Security. However, Cornyn appeared to confirm that the National Guard will be very limited in their mission:
"The details, I am not too worried about that because I think there are legal limitations on what the National Guard can do." -Sen. Now I don’t know what he’s going to do, but if I were alarmist, I might remind people that Trump was very eager to order our military to commit illegal acts during his campaign. Certainly he is willing, but that doesn’t mean he’ll do it…
So if it turns out to be mostly for show, will his base still love it? And on the other hand, if it’s serious military action, will the Democrats slap it with lawsuits? We shall see…
