Maybe not. This 45 second choke from former President George W. Bush actually looks worse.
The original clip was wrong. It was an edited compilation of all of Bush’s moments from that debate. The Washington Examiner has replaced it with an accurate clip, which really isn’t all that bad. So now we’re back to Perry being the worst ever. Sorry folks.

Of course this isn’t a competition for the worst choke ever, but it could mean Perry is far from being done. The biggest difference though may be that Perry continues to have bad debate performances and there are other viable choices at this point for the voters. I think we all knew that Kerry wasn’t a viable choice in 2004.
