Is this the blind leading the blind or is Schumer helping his elder buddy Biden to keep him from falling over?

This happened a few days on March 2nd according to the CSPAN video clip.

Watch:

If you keep watching the video Biden does take his arm and put it around Schumer as they walk, but is he just doing this for the cameras?

You can also see two guys in the background quickly get out the shot once they see the cameras there.

Is this Biden being friendly or feeble?
