The FBI, FAA and DOD released a joint statement on the drone panic late last night and essentially said that what they have determined based on investigation is that what they see is legal.
As far as the drones entering restricted military airspace, they say that’s nothing new and that commanders are working on ways to mitigate that when it happens.
