The shooter at the Dallas ICE facility yesterday was absolutely targeting ICE agents with a mass shooting, according to a press conference by the DOJ just now, explaining that he wanted to terrorize them and make it difficult for them to do their jobs, which he called human trafficking.
They know this from multiple notes he left for them in his home.
