President Trump has just signed a new executive order to crack down on the Cuban regime and to try and starve them of oil sales.
In effect, Trump will impose tariffs on any country buying or selling Cuban oil.

I suspect this is just the first step in trying to starve the regime of their main revenue source. There was a report that the US was considering a blockade, which angered China greatly, however I don’t believe that has happened yet. Perhaps it will in the future.
One thing is clear. Trump doesn’t like Cuba being allied so closely to Russia and China, giving them a big foothold in our hemisphere and so close to the US. And he’s doing something about it.
