This raises an interesting question as to why both the Congress, Senate and the President would have trouble with the Stupak amendment if they’ve voted on it before…twice.

I’ve repeatedly mentioned to the White House, the Leadership, and Senate leadership that twice we’ve voted on language close to Stupak but not quite Stupak. In the children’s health program initiative this year [SCHIP]….the President signed that into law – that had restrictive language on abortion. And then recently even after the Stupak amendment, we voted on the labor HHS appropriations bill which basically has the Stupak language in it, and again recently signed by the President.
