It was very intentional that Biden waited until the exact moment that Trump said he would be surrendering that he sent out this tweet.
Ben Shapiro responded to it this morning, saying that it is very good evidence that Trump is right about election interference:

The fact that Biden’s ghost writer felt the need to began his tweet “Apropos of nothing”, which means “without reference to anything,” is proof that they were trying to pull the wool over people’s eyes. Had the tweet truly been “Apropos of nothing”, his ghost writer wouldn’t have had to say that.
