Biden hack John Kirby tried to discredit the ‘fungibility’ argument by suggesting that the sanction money Biden has given to Iran isn’t going to the Iranian regime and it isn’t funding terrorism.
In part of his extravagant argument, he claims the billions of dollars are only going to the people of Iran by way of approved vendors and that the Mullahs aren’t getting the money.

This is like the argument Biden makes when he’s funding Hamas. They claim the money is only going to the Palestinian people, but Hamas controls everything in Gaza. In the same way, the Mullahs control everything in Iran.
It’s a ridiculous argument on its face.
