In a strange Q&A with Biden as he was walking to Marine One, Biden admitted that there should be restrictions on abortion.
But then when he was asked what those restrictions should be and it got weird:
Reporter: "Should there be any restrictions on abortion at all?"
Biden: "Yes. There should be."
Reporter: "What should they be?"

He clearly indicated that there should be restrictions, saying “Yes, there should be.”
But when asked what they should be, he responded “It’s Roe v. Wade. Read it, man. You’ll get educated.”
And then he quickly ran away to Marine One with no explanation.
I have no idea what he’s saying and I’m honestly not sure he does either. As Greg points out, Roe v Wade didn’t put any restrictions on abortion:

Maybe his dementia is striking again. Or this is just his way of avoiding a proper answer to the question by just babbling about Roe v Wade.
Whatever he thinks, he’s now on record saying there should be restrictions to abortion.
