Defense Secretary Mark Esper held a press conference this morning saying that he does not support invoking the Insurrection Act:

To my knowledge I don’t believe Trump is suggesting we should invoke the Insurrection Act, so I don’t think this is in contradiction of the President.
It was an odd press conference though, as Esper explained ‘his side’ of what happened with regard to Trump’s walk through Lafayette Park to St. John’s Church. He started by confirming that neither tear gas nor rubber bullets were used to remove people from Lafayette Park, unlike what the media reported:
• @USNationalGuard forces did not fire rubber bullets or tear gas into the crowd as reported
• Guardsmen were instructed to wear PPE and helmets for their own protection

Then he noted that he didn’t know “exactly where we were going when we arrived at the church and what the plans were once we got there.”

What he’s saying here is that he didn’t know there would be a photo op at the church and that he really tries to stay out of politics:
"My aim is to keep the [@DeptofDefense] out of politics– to stay apolitical– and that's what I continue to try and do."
