CNBC – House Republicans approved sweeping changes to the U.S. tax code Tuesday, but they will have to vote again due to a procedural snag.
Lawmakers have been barreling toward the GOP goal of passing the first major tax overhaul in decades by the end of the year, but that goal will have to be delayed for a short time.
The plan passed by a 227-203 margin, with Republicans erupting in cheers when the bill garnered enough support. Twelve Republicans — all from high-tax blue states — opposed it. As House members voted on the legislation, chants of “shame!” came down from protesters in the chamber’s gallery.
Once the House votes again to pass the tax bill, it will send the broadly unpopular measure to the Senate, where Republicans were previously expected to push it through by Wednesday morning. With Senate passage, the legislation would go to President Donald Trump to sign it into law.
Nobody is saying what the procedural snag is, but I don’t think there is any worry that the bill will pass a second time.
If I can find out what the reason is, I’ll update it here…
UPDATE: Okay it sounds like the procedural snag is in the Senate and the House vote will take place tomorrow:

At least 2 provisions don't mesh w/Senate's special budget rules for tax reform: 1) Cruz provision allowing 529 plans be used for homeschool expenses. 2) Provisions exempting colleges from new endowment tax if they have less than 500 students paying tuition. Berea College in KY

Process 1: House ok'd tax bill. Didn't comport w/special Senate budget rules. Senate must strip them out. That means the Senate is considering an altered bill. Not the same bill the House ok'd today. So, Senate passes altered bill tonight.
