The House has just released the text of their “impeachment resolution” that is supposed to be voted on Thursday:
What’s interesting about this is that both Pelosi and Hoyer are now saying this isn’t an “impeachment” resolution, because Democrats are reportedly skittish about using the term “impeachment”:
Hoyer today: “This is not an impeachment resolution.” Pelosi last night: "It's not an impeachment resolution." Dems skittish about using impeachment word. With an homage to Prince, perhaps it's “The Resolution formerly known as ‘Impeachment’” or “Democrats and the Resolution”

I haven’t read the text yet, but from what I’m hearing this isn’t the “impeachment” resolution people thought Democrats were going to release. It might be better known as an “impeachment inquiry” resolution.
I’ll post more on this when I have it…
UPDATE: It looks like Nancy Pelosi is simply trying to formalize her so-called impeachment inquiry that isn’t really a true impeachment inquiry and establish rules for it:

In other words, this isn’t full-blown articles of impeachment. Because they still don’t have anything on which to impeach Trump. AND Pelosi wants to protect her red-state members from actually having to vote on actual impeachment when they don’t have anything worthy of impeachment.
