UPDATE: Trump explains that they did this for electoral vote purposes:
…..there was a large number of secretly dumped ballots as has been widely reported!

To my knowledge no one has actually called Pennsylvania for Trump, so this is clearly a preemptive action by Team Trump. And as you can see, Twitter is already censoring all of their tweets.
But if Biden’s campaign can declare victory over the entire election and no one care, then why can’t Trump can declare victory over Pennsylvania?
Bill Stepien announced why they are making the call:
Bill Stepien on press call: "We are declaring a victory in Pennsylvania. This is not based on gut or feel. This is based on math."

They also declared a victory in Pennsylvania, and said that by the end of this week it will be “clear to the entire nation” that President Trump is staying in the White House for another four years. https://t.co/1NsJaZU4hC

Trump’s former doctor, who won his race last night, was quick to congratulate Trump, which made me LOL!
Congratulations! https://t.co/e0E5DkCu9e

Steve Deace and others were also happy about it:

I guess we’ll see how it turns out on Friday…
In related news, Trump is filing lawsuits in Pennsylvania over poll observer access and voter id requirements:
New: Trump campaign says it's filed two lawsuits in PA — one about poll observer access and one about voter ID requirements — and moved to intervene in the pending SCOTUS case over the extended receipt deadline for absentee ballots. I'll post docs once we have them. pic.twitter.com/mbTaykMPUg
