President Trump just lost his appeal at the First Circuit to reinstate his $100k payment for the H-1B visa.

The panel found that the Trump administration failed to show it was likely to win because Congress never clearly authorized the President to impose a $100,000 payment on H-1B visa petitions.

Of the three judges, one was an Obama appointee and the other two were Biden appointees.
