It doesn’t really limit anything as it’s non-binding.
Three Republicans voted for the measure and according to reports Matt Gaetz was one of them:
3 House Republicans voted Yes on Iran war powers resolution:
Gaetz-FL
Massie-KY
Rooney-FL— Craig Caplan (@CraigCaplan) January 9, 2020
The eight Democrats who voted against the measure are…
8 House Democrats voted No on Iran war powers resolution:
Brindisi-NY
Cunningham-SC
Gottheimer-NJ
Horn-OK
Luria-VA
McAdams-UT
Murphy-FL
Rose-NY— Craig Caplan (@CraigCaplan) January 9, 2020
I haven’t checked, but my guess is that some or most of these Democrats are in red districts.
