I’m not sure if this question was just a cover to argue that Obama should have more power to encroach on the responsibilities of Congress, or if they’re just honestly assessing how Congress partly under Democrat control just didn’t want to do its job.

The Dem answered about as accurately as possible – Congress rendered ITSELF irrelevant by not voting for or against war. Of course these same idiots will rail against each other on their unwillingness to vote for unpopular legislation.
