Even if Trump IS looking at it, this is a good way of ramping down the tensions – the Norks can still be intimidated by such an attack, but ostensibly believe it’s not coming.
Remember, while a lot of people think it’ll be very easy to destroy North Korea, it’s a lot more difficult to do so without millions of casualties in South Korea. That’s the main problem.
