Carl Cameron reports that according to the RNC rules, no state is allowed to be winner-take-all for delegates until after April 1st. Thus Florida is in violation of the rules unless they switch to a proportional delegate system.
The Gingrich campaign is sending a campaign official to Florida tomorrow to see if they can get the rules enforced which would mean they may win delegates in Florida:
