The Russian invasion of Ukraine was raging and the German chancellor, who was here for the G7, arranged a soiree so she and Biden could talk about the war in Ukraine.
She knew Biden was fatigued at night so she intentionally created this relaxed setting to accommodate him.
But he never showed up because he had to go to bed, according to the WSJ:

It’s amazing how the leaks keep coming out now. People have known about Biden’s frailty and have said absolutely nothing for years. But since his dementia was on display for the entire nation (and world), now suddenly these same people are done covering for him.
