A Top General opposed keeping such a large National Guard presence at the US Capitol, but he was overruled by the Biden administration:

Gillian Hunter explains that the top general over the National Guard, General David Hokanson, wrote a memo arguing that the Guard is already overstretched and that they aren’t equipped right now to carry out this mission at the Capitol. Hokanson explains that they Guard can’t get enough volunteers from supporting states to sustain this presence.
But this isn’t just about securing the Capitol right now. Hokanson is very worried that maintaining this large presence there will impede the National Guard’s ability to man future missions.
Hunter says Fox News has learned that the memo did circulate at the NSC in the White House both last and this week, but ultimately Biden’s Defense Secretary overruled Hokanson in order to keep the Guard at the Capitol.
