Adam the Schiff-head was on State of the Union and said that Trump does NOT have the authority to declare a national emergency in order to build the border wall.

Seems POTUS has broad authority under the National Emergencies Act to undertake military construction projects if a national emergency is declared. So the question is not whether he is in possession of this power but rather whether it ought to be used this way.

Schiff-head could be wrong about whether Trump has the authority to do it, but he may be right that there’s not the political will to ignore Congress. There would be immediate lawsuits and enormous political blowback to such a unilateral action. And, as the midterm elections showed, Trump has a strong base, but is not overly popular.
He may think otherwise:

His greatest chance to build the wall was when Republicans controlled Congress. And that time is over. With people like Schiff-head in power, Trump simply isn’t going to be able to do everything he wants. But that doesn’t mean he won’t try.
