Top Biden spokesman John Kirby told reporters today that all $6 billion dollars that Biden just gave Iran is sitting in a Qatari bank.
But he refused to say whether Iran has immediate access to the money:

I said before the attack that Iran played the Biden administration and now we see that’s the case more than ever. Biden just gave $6 billion to a country that financed the horrendous and atrocious slaughter of Jewish civilians. Just let that sink in.
Back when Obama was making deals with Iran, Ted Cruz was noted as saying that Obama was indirectly financing terrorism because Iran is the largest state sponsor of terrorism. That’s just as true with Joe Biden.
