Trump just took a few questions from reporters and one of those questions had to do with Trump declaring a national emergency instead of waiting for Congress to deliberate until the 15th.
But Trump said emphatically that he is going to wait for Congress, but also said that if their proposal doesn’t have wall funding he’s not even going to waste his time reading it:

In other words if the proposal doesn’t have wall funding it’s not worth the paper it’s printed on.
Both Trump and Pelosi seem to be dug in hard on their respective positions, as Pelosi just said this morning that there would be on wall funding in the proposal.
Trump also told the press that we have Caravan after Caravan heading here, and if you go to Tijuana and take down that wall that so many people would be coming across the border that even Nancy Pelosi would be begging for a wall:

Eh….I think Nancy Pelosi would actually love that because she’d try and give them all benefit subsidies and turn them into Democratic votes.
Trump may not completely understand his opposition if he believes Pelosi would be begging for a wall.
In any event, that’s where things are right now and unless Democrats have a rebellious change of heart, there won’t be a congressional solution on the 15th.
