While Trump doesn’t explicitly say, I think he’s responding to articles like this when he says the recount is NOT about finding mistakes in the count, but rather about finding illegal votes:

Trump also notes that they have massive proof in the Pennsylvania case, which should be headed to the Supreme Court:
