According to CNN, some top DOJ officials earlier this year were in agreement with the FBI that the Clinton Foundation should be investigated for corruption, but they were overruled by ‘other’ top officials:

CNN doesn’t say who overruled these top DOJ officials, but you can guess that it came from the very top.
After all, Loretta Lynch only agrees with the FBI’s assessment when they don’t want to press charges against Hillary.
