Biden was trying to argue that there are too many people in jail when he said this.
It was obviously a gaffe, one his campaign corrected. But not before Biden was heavily mocked on Twitter for making such a statement:

Biden aides were telling journalists, who were understandably confused by his statement, that he meant “non-violent drug offenders”:
